We cannot rely on dottyVersion and sbtDottyVersion for the default
versions since by definition these correspond to unpublished releases.

Is there a document that we should edit with all the steps and things to change before publishing?

The release check list is usually copy-pasted from the previous release by @allanrenucci, maybe we should put it in the documentation so we can update it on the fly ?
